Joyce Baker

Joyce M. Baker, Ph.D., PMP, GSLC, CISM provides consulting, training and support in cybersecurity compliance and maturity. She specializes in information security management for US Government and Contractor systems. With expertise in the development of security plans, procedures and processes for government information systems supporting Department of Defense contracts, Dr. Baker provides necessary guidance and leadership to assist companies at any stage of cybersecurity maturity. Dr. Baker has led teams in the transition of an information system from the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) to the Risk Management Framework (RMF), current ongoing compliance with the RMF, and continuous improvements to security.

 A key to creating a successful security awareness culture in organizations is to provide targeted training to teams. Dr. Baker holds a doctorate degree in Intercultural Communication from Arizona State University. She has been a leader in training and development for more than 30 years with an emphasis, for much of her career, management communication and cross-cultural communication competence. Dr. Baker has worked with a wide range of organizations, including colleges and universities, U.S. Government agencies, and private sector businesses across a wide variety of industries. She provided cybersecurity training for the SANS Institute, where she trained leaders in the across government agencies on the security fundamentals and technical aspects of network defenses, penetration testing, incident response, digital forensics and auditing.

 Dr. Baker has been a founder and executive leader for several startup ventures. She created a software application used for over 10 years by direct sales companies to manage complex cyber processes in secure systems. She has worked closely with program developers, system administrators, IT and security professionals, and end users to ensure her own comprehensive understanding of the organization’s requirements, while helping leadership to develop and implement best practices, and mature their policies, plans and procedures.
